First, it's ARCH=arm (in lower-case).
Second, you're probably in the wrong directory. You need to be in the
top-level directory, not in the kernel/ sub-dir.
Third, it seems you are missing a *lot* of files in this kernel/ sub-dir.
Probably you did not install the complete kernel sources from your distro.
How is this question related to building a cross-toolchain (which this list
is all about)?
