[PATCH] Update to the Linaro 2011.09 GCC and GDB releases

I've split the patch in two:
 - one for gcc
 - one for gdb

The two are not correlated to each other (AFAIK), so the changes should be
in two separate patches.

I also rewrote the desc-line, respectively to:
 - cc/gcc: update to the Linaro 2011.09
 - debug/gdb: update to the Linaro 2011.09

which is the usual way to categorise the changes.
( And I must really update the doc to include the nomenclature of categories.
  Sigh, only 24h in a day... :-/
)
