What about this?

It is highly inspired by, and based on your patches, with a few tweaks:
 - patch 1: also check for static libstdc++
 - patch 2: fold original patches 2 and 4

I kept the logic behind static toolchain, instead of reverting it.
See desc in patch 2 for more info.

Your original patch 3 I dropped, as it is not really necessary.
I'm all for simplifying this hunk of code, but it does not belong
to this series. Let's bang hard on this series before.
