Yes. Correct. But more important: crosstool-NG *will* provide its own
value for CT_TARGET, *even* if it was previously set.

Two fold:
- if you provide your own CT_TARGET, it is ignored by crosstool-NG, which
computes the correct value internally;
- if you set CT_PREFIX_DIR to something that does *not* contain CT_TARGET,
then it will be used as-is.
Eg. you can want to install your toolchain in: /opt/my-toolchain, and
because you will only ever work with this one, so you do not need to
differentiate it from other toolchains.
Rule of thumb: variables starting with CT_ are internal crosstool-NG
variables, and crosstool-NG ignores the initial values of such variables.
