I just tested your config here, and the PPL build just went OK. (*)

Can you look at this file, and tell us:
/home/ralph/x-tools/targets/arm-unknown-linux-uclibcgnueabi/build-ppl/config.log

This will tell you what ./configure was trying to do when it fails.

(*) There are know failure down the road: update the ltrace and strace
    versions to use the latest, as there are known missing patches for
    the versions used by the current samples.
