This patchset adds support for building a statically linked toolchain.
It is based upon the previous patchset by Bryan.

Changes since his submission:
- the first patch has been plit, to be able to revert single components:
  - config: add option to build statically linked toolchain
  - complibs: do not prompt for shared libs if static selected
  - debug/gdb: global static forces static cross-gdb
  - binutils/binutils: build statically
  - cc/gcc: build final gcc statically
- the second patch has been fixed to effectively build statically when
  doing bare-metal:
  - cc/gcc: build bare-metal gcc statically

This has not been thoroughly tested, and mostly only the configuration
part has been. So, this is probably not final.
