how can I know the best group to create a crosstoolchain?

hello all,
Thank you for you  attention and advices!
I have re-read the website.
http://kegel.com/crosstool/crosstool-0.43/buildlogs/
and cross-tool build results table maybe a good idea

but what does the name "cgcc-*.*" mean?is that  the patch of gcc ?or
all the patch of gcc,glibc,linux-kernel ?

on the web the author does not say  which patchs we need,and
there are so many patches for etch version of gcc or glibc or linux-kernel etc.
do we need patch all of them ,or patch them when we come across the error ?
