Restarting a build and termcap

What gdb build is failing: "cross" or "native"?

If cross, then you are missing termcap on your system. It's up to you to
install it.

For the native (mis-named, it should be "host") gdb, then ncurses does get
built before gdb, thus providing termcap for the target.
