Restarting a build and termcap

One of the gdb selections requires termcap, which isn't
downloaded and built.  I'm trying some patches in gdb.in
and 300-gdb.sh to fix this, but I cannot restart the build
when I set RESTART=debug.  I get this message:

[ERROR]  The previous build did not reach the point where it could be
restarted at point 'debug'

Since it takes hours to go all the way through, how can
I make restart work?

I'm using svn-1300.
