Using sysrooted toolchain, or not?

Can you post a link to an explanation of the significance of this option?  
I mean, what does "sysrooting" the toolchain mean?

which seems relevant, but I'm sure I still don't understand the question!  
It obviously has something to do with the jolly useful $TUPLE/sys-root 
directory ... but what does it mean to be non-sysrooted?
