uClibc. The only drawback is the pace at which new features are added.
(I shouldn't say that as I don't submit code).

Locales? What's that? Just kidding, I don't rely on the C library for locales.

On the other side, a recent thread [1] suggested that locales support in uClibc
should improve quickly.
