Try ct-ng. http://ymorin.is-a-geek.org/dokuwiki/projects/crosstool
4.3 should be ok on ARM although you might have to meet different prerequisites to build it.
If you are using glibc recent releases NPTL builds happen automatically. All this is taken care
if you will use ct-ng.
