[PATCH] Fix Makefile in glibc for building cross tools for ppc64

I'm using /bin/bash. So probably not dash (as /bin/sh is a symlink
to /bin/dash in Ubuntu). Unless of course "make" is running commands
through /bin/sh. The release of the bash is 20060301.
