cross compiling against foreign libraries

Yes, that's what I'm pretty sure I need to do, I'm just having trouble
making certain it's happening.  When I trace gcc I see that it's
looking in the toolchain's paths and not my target's paths.

I'll be trying -B / GCC_EXEC_PREFIX next and see how far that goes.
