Hi Tal,
The e300c2 toolchain for cygwin hosts has been uploaded to:
www.bitshrine.org/gpp
The name of the rpm that you need is:
tc-fsl-cyg-e300c2-nptl-4.0.2-1.cygwin.i386.rpm
The source rpm has also been uploaded,
