Changes to toolcombo path

Hi Dan,

It's only a minor point, but you've changed the path order for the 
toolchain prefix to swap the order of TOOLCOMBO and TARGET, but left 
BUILD_DIR with the original order.

Although this is not a bug, it could lead to confusion in the future, so 
is it worth changing the path order for BUILD_DIR to reflect the order 
for PREFIX?
