Looks like it does to me:

Are you quite sure you're using crosstool-0.32?
Your earlier messages continually confused
crosstool-0.28 and crosstool-0.32, e.g.
your patch to "add crosstool-0.32 support to ptxdist" did this:
-CROSSTOOL_VERSION = 0.28-rc37
+CROSSTOOL_VERSION = 0.28
which is obviously incorrect.
