GCC Cross Compiler for IA64 on x86 Host Question

Hello Everyone,
I am trying to create a cross compiler GCC 3.4.2
for Itanium where the host is x86. I am getting the
following error:

what am I doing wrong? I can see that it is unable to
find stdlib.h. IF I go in and remove the #include, I
am sure I will run into much more errors. Also, this
is the line I used to configure gcc:
../gcc-3.4.2/configure --target=ia64-linux
--prefix=/tmp/IA64/ia64-linux
--with-local-prefix=/tmp/IA64/ia64-linux/ia64-linux
--with-gnu-as --with-gnu-ld --enable-languages="c" --with-system-libunwind
--disable-threads
Any help is greatly appreciated.
