NPTL patch

  whoops, it just occurred to me that i submitted that previous NPTL
patch file as part of a previous larger patch to put it in the
"contrib/" directory.  however, if according to mike it can be applied
regardless, then it should be moved to the appropriate glibc-xxx/
patch directories instead.

p.s.  again, that would be the glibc-5070_all_cross-compile-nptl.patch
patch file, as long as i understand all this correctly.
