uclib support for crosstools forward ported to 0.28-rc37

Hi Dan,

I was using 0.28-rc5 with Carl's uclibc patch. In order to ease
merging this patch into crosstool proper I split his patch into

o simple renames glibc - >libc
o uclibc diffs (patch is only 387 lines long now!)
o uclibc extra files (patches for binutils/gcc and configuration)
o formating

I dropped the formating patches and massaged the rest. I'm adding a
patch to fix the downloading of uclibc locales (will now look into
TARBALLS_DIR first). The uclibc patches for gcc 3.3.3 from 0.28-rc5
had to be partly adjusted.

I have tried to check whether porting the patches for uclibc 0.9.23 to
0.9.26, but the Makefile relocate patch needs a lot of reworking
(perhaps building out of the tree should not be attacked for uclibc to
spare human power cycles?), so the uclibc support is still for gcc
3.3.3/uclibc 0.9.23.

- crosstool-0.28-rc37-libc.patch.bz2
  GLIBC_DIR to LIBC_DIR renames
  build-glibc to build-lib renames
  Introduction of C_LIBRARY=glibc in the existing *.dat files
- crosstool-0.28-rc37-uclibc-core.patch.bz2
  patching up the scripts for glibc/uclibc support
- crosstool-0.28-rc37-uclibc-extrafiles.patch.bz2
  patches & configuration for uclibc builds
- crosstool-0.28-rc37-uclibc-localedownload.patch.bz2
  a small fix for having crosstool check in TARBALLS_DIR
  for uclibc's locale tarball before starting a download.

I hope you can patch these into rc38! :)
