REPOST:how to do a local gcc patch prior/during a crosstool execution?

I need to add a localized gcc patch prior to running crosstool.  But I
don't have the patch.  But I know what file to edit and I know how to
edit it.  How do I generate the correct patch from what I know what to
do?
