Yes.  You need to download the latest snapshot of cygwin1.dll
from http://cygwin.com/snapshots/cygwin1-20040510.dll.bz2
Unpack that, then (with no cygwin processes running) drop
the unpacked dll on top of your old cygwin1.dll

Also, you should probably use http://kegel.com/crosstool/crosstool-0.28-rc13.tar.gz
instead of 0.27.
