That's not really true.  Many packages, including autoconf, provide
config.guess, but the master copy is kept in the "config" project in
Savannah (https://savannah.gnu.org/projects/config/), along with
config.sub, etc.

Some packages just redistribute whatever version of config.guess happens
to be included with their installation of autoconf, but many packages
automatically download and include the latest versions at the time the
release is created, by getting them from that Savannah site.

Its hard to know, but a number of autoconf macros rely on the values
generated by config.guess.
