It is not really possible to build a crossgcc form arm-wince directly
from the unmodified GCC sources. There are a number of reasons for
this, principally among them the issue of run-time library support.
Rather than bore you with all of the details I will direct you to our
GNUWINCE package, which provides what you are looking for and some more
also:
1. Standard i/o streams for CE (e.g. for terminal i/o)
2. A complete C and math libraries based on "newlib"
3. Complete C/C++/GCJ support except for Swing/AWT
4. A fairly complete "POSIX" development environment including BSD
sockets
5. Useful utilities, including rlogind/rlogin, GNU fileutils, ftp, etc.
The toolchain is hosted on x86-linux (RedHat 8.0+) and the resulting
binaries will run on any ARM/Xscale Windows CE platform for any version
of CE > 3.0.
Our GNUWINCE toolchain and utilities are licensed under the GPL and are
freely available to you at:

Enjoy!
