crossgcc for wince in arm

hi: 
    I want build a crossgcc for wince in arm,I got a document for this, but this document is only told me to build a crossgcc for build .o file, it need link by evc in windows environment.
    the attach file is this document.
    the problem is how can I build a glibc for wince, because I want build a gmp lib for wince, and gmp need glibc 2.3.2.
    is there anybody have this exprience,or somebody can tell me how to build a complete crossgcc for wince in arm ?
