I have a Makefile that achieves the same thing for m68k-elf.  You
could try grabbing it from my home cvs server with 'anoncvs' as the password:

export CVSROOT=:pserver:anoncvs@baradas.org:/home/cvs

cvs -z9 co xgcc/Makefile

While you're there, if you just 'cvs -z9 co xgcc'  You'll get a
gcc-3.2.3 toolchain that the Makefile builds for --target=m68k-elf for
binutils, bootstrap, newlib, gcc.
