CygWin install-sh voodoo

I've managed to narrow down the intermittant problems I'm having
with "make install"

I'm not the first to have this problem, but it apparently 
isn't entirely resolved(http://gcc.gnu.org/ml/gcc-bugs/2002-06/msg00692.html)


The issue is (I believe) related to CygWin voodoo w.r.t.
cp and chmod.


cp will sniff out that the source file has a .exe extension, 
such that:


cp foo bar


results in that foo.exe is copied to bar.exe
