an error while compiling for i686 to alpha

I am crossing from i686 to alpha
i use linux operating system 
first binutils
configure --target=alpha-linux --prefix=$pre   --with-gnu-ld --with-gnu-as
then
make all install
the sencond step is for gcc
configure --target=alpha-linux --prefix=$pre   --with-gnu-ld --with-gnu-as
then i use 
and then 
make all install
at this time ,error occurs
it's " alpha-linux-ar: Command not found"
i have try to search for resource ,but no error is similar to mine
who can give me some suggest?
