db for Cygwin is slightly patched up, and doesn't quite correspond to a
release (but isn't that far off from mainstream either).
If I were you, I'd try the vanilla version first, as the Cygwin-special
patches might be exactly the cause of the problem. This is a complete WAG,
though, but as it looks like something tcl/tk & Windows related, that's
what I'd try.
