No, there is tcsh though.

I expect you need to install the tcsh package, then type
'tcsh'.
Your biggest problem at the moment is that you're asking
questions to the wrong list. There is a Cygwin list, which
presumably is read by people who use Cygwin. Here (xgcc
list) there are a couple of people who use it, but they're
a minority. And that doesn't make it any less off-topic.
