I don't know anything about HPPA hosts, but I just ran it here on
Linux and it built just fine.
I'm a little suspicious about your --target=powerpc-elf-eabi command.
I used "powerpc-elf" (well, actually, "ppc-elf").
Here's my configure statement:
../gcc-3.2.1/configure --target=ppc-elf \
--prefix=/home/bgat/H-i686-pc-linux-gnu \
--with-gnu-as --with-gnu-ld --disable-shared \
--without-headers --with-newlib \
--disable-threads --enable-languages=c \
--with-local-prefix=/home/bgat/H-i686-pc-linux-gnu/ppc-elf \
2>&1 | tee configure-log
make all-gcc install-gcc 2>&1 | tee build-bootgcc/make-log
