Windows -> Linux Cross Compiler

What do I need in order to build a cross compiler that works under
mingw/cygwin (mingw preferred) and compiles linux binaries? I'd like as much
info as I can get cuz I been struggling on this for many days and my
frustration levels are high. Thank you.
