I think you want to use glibc for Linux target.

I think you want to use --target=m68k-linux. Unless you
meant "build a linux-hosted gcc cross compiler for
motorola", in which case ignore my former comment.

Hmmm, what compiler do you suppose is used to build newlib?
You compile your library _before_ building the compiler,
which does not quite sound sane to me :-)
