Installation of Cross Compiler

Dear Sir / Madam,

I have been trying to install the Cross Compiler available on the GNU 
website. The recommended order for installation is as follows:
1. Binutils
2. GCC
3. Newlib
4. GDB

Can I install GCC straight away without installing Binutils if I do not 
require the assembler and linker?

Please advise on the above. Thank you very much.
