According to your description.
Your build=host is i686-pc-linux-gnu,
target=i486-pc-msods-djgpp.
Follow this djgpp's faq to build your
cross development tool.

If you still wanna more, search djgpp's news group
(comp.os.msdos.djgpp) or join them.
There are some people want to do the same
