ld output filenames under Cygwin

I've run into a problem using arm-elf-ld (version 2.10) under
Cygwin.  

When it's told to generation an output file named "foo" it
generates "foo.exe" instead.  Then, if I try to "cp foo.exe foo"
Cygwin complains that they're the same file.

Is this a problem with ld or with Cygwin?
