How to setup a development enviroment?

I want to build an operating system form scratch. But, I cannot build the development environment.
My development enviroment consists of two machines, a development workstation and testbed machine.
The development machine is i686. its OS is redhat-linux 7.1. The test machine is i486, its OS is DOS6.22.
I have read CrossGcc FAQ. But, its main focus is using GCC and GDb to compile and debug code for embeded applications.
Please, help me!
How to setup a development enviroment?
