  I noticed that you applied the --with-included-gettext to binutils -
that one doesn't need it, it only applies to gcc.  Is it possible you used
it for the binutils configure but not the gcc one by accident ?

  Can you remember the exact sequence in which you did everything ?  If
you ran the configure and build until it failed and only then tried the
fixes, you'll probably need to delete the failed build dir and start
again.  Certainly if you configure while the texinfo directory still
exists in the source and only delete it afterward, you will have problems.

  Also, what cygwin version are you using ?  I've had problems with 1.3.x
cygwin that I never looked into solving.
