I haven't tried building gcc-3.x anywhere, but you may try configuring
with --with-included-gettext.  I think I remember there being
something about that somewhere.... or maybe not.  I dunno.  :^)

Have you tried searching "gettext" in the crossgcc and/or cygwin
mailing list archives?
