cygwin arm debug

I'm running the cygwin package on a windows NT 4.0 
system.  With the cross compiler for arm processor, the atmel eb40 demo 
board. During debug sessions with gdb the single step takes seconds to 
advance to the next command.  Is this normal or is there some problems with 
my setup?  Has anyone else experenced this problem?
