Is this binutils 2.11.1? There was a packaging problem that caused it
to miss the binutils subdirectory. It's fixed in 2.11.2. Also, make
sure you specify --target=xscale-elf when configuring it too, so that
you get xscale-elf-as, ld, ar, etc.
