Let's see your build and configure commands, and show us the output from
the build when it fails: we can't tell if it's something host-related or
target-related that is bringing in (or trying to) windows.h. Are you
building it under x86-linux as well or is this a 3-way cross?

we are not seats or eyeballs or end users or consumers.
we are human beings - and our reach exceeds your grasp.
                    deal with it. - cluetrain.org
