[Q] how to build fortran library

Hello.
I tried to build fortran library (libf2c directory)
with several targets (mips64, mn10300...). 

I just wanted to know how to build f77 & library. But
it gets error building fortran library. 

It's not like building cc1, c++, libc.a, libstd++.a. I
don't know why it's different. Please help me.
