gcc3 arm-elf crosscompiler under cygwin

I'm having trouble building a gcc 3.0 arm-elf crosscompiler under cygwin
(i-686)
With --enable languages="c c++" option  during configuration phase it says:
"this configuration is not supported in the following subdirectories" --
and it lists -target-libstdc++ as one of them. As a result the g++ compiler
is not built ( c compiler is built)
If I dont use enable-languages option it goes all the way to the message
"bootstrapping the compiler" and then stops when ld cannot find crt0.o
I did built a cross binutils successfully.
I use make bootstrap command to build
Has anyone succeeded in what I'm trying to do ?
If so, can you please help ?
