configure fails configuring i386-mingw32/libf2c

My patches were for 2.95.2. Mingw site contains the patches against
2.95.3 -- just click on the Download link. 

If you're going to use Mingw, I suggest using the Mingw mailing list
for these questions. See http://www.mingw.org/ has details.
