can't find "sys/mman.h"?

Hi 
     I am trting to compile gcc 
for mips.
     What  I used is 
binutils-2.11, gcc-2.95.3 and newlib-1.9
Thare are no problems when I compile them. This 
means
that I can use mipsel-linux-gcc..... But when I 
compile 
some appilcations, there is error such as "can not 
find sys/mman.h"
Maybe it's the problem about newlib?
    Who can tell me?
