Not creating libstdc++

Hi,
I am building a cross compiler from i686-linux to i586-cygwin32
on the sources downloaded from CVS repositories of cygnus. Combined src and
gcc repos.
configure
make

gives error as collect-ld: cannot find -lstdc++

The dir i586-cygwin32/libstdc++ is empty. Why it does not create a library
in it?
How to resolve this problem?
