Is it possible to build a COFF-DLL?

Hi:
     According a Book:"Linkers and 
Loaders" by John Levine
     :ELF comes in three 
flavors:relocatable,executable,shared objs.
      So create a 
ELF-format DLL is easy?
     How about create a COFF-format 
DLL?
