Error building GCC for ARM-elf on Cygwin 1.1.6

I have followed the instructions on
http://sources.redhat.com/ecos/tools/win-arm-elf.html as close as I could
and everything went fine, until I tryied to build Gcc

(I'm running WINNT)

The build failed with the following error:

What have I done wrong. I've done once and again with the same error.
