I had a similar problem with packed structures used to access 360
hardware registers. Take a look at gcc/config/m68k/m68k.h:

/* Set this nonzero if move instructions will actually fail to work
    when given unaligned data.  */
#define STRICT_ALIGNMENT 1

Defining this symbol as zero solved my problem
